Policy for using computers and the internet.
DCL 2-3 Acceptable Use of computers – Missouri and Federal Statutory Compliance – CIPA - Cybersecurity
Introduction
This policy is enacted to restrict minors from gaining computer access to materials that is pornographic for minors in accordance with Section 182.825 and 182.827, RSMo as expressed in Missouri 15 CSR 30-200.030 and 30-200-040, Public Access Computers in Public Libraries.
Compliance with Missouri and Federal Whistleblower Protection, Missouri statute 285.575 RSMO and Federal statute 2CFR 200.303e.
Definitions: Key terms are defined in Section 182.826, RSMo.
Access to Inappropriate Material
All Dunklin County Library public access computers shall be equipped with Internet Content Filtering software through MOREnet that limits a minor’s ability to gain access to material that is pornographic for minors.
Statute and state regulations make no allowance for parental permission to use unfiltered computers, or allowing minors access to unfiltered computers when accompanied by parents.
Adults may request that the filter on their computer be disabled, however, the ability to use unfiltered software shall not exempt adults from the provisions of the Library’s Acceptable Use Policy DCL 2-2
In using commercial filtering software, the Library is making a best effort to comply with applicable statues and regulations. The Library cannot guarantee that such software will function to block all such offending materials.

Cybersecurity and safeguard measures:
This library takes reasonable cybersecurity and other measures to safeguard information including protected personally identifiable information (PII) and other types of information. This also includes information the Federal agency or pass-through entity designates as sensitive or other information the recipient or sub recipient considers sensitive and is consistent with applicable Federal, State, local, and tribal laws regarding privacy and responsibility over confidentiality.
These rules are in accordance with Whistleblower Protection Act, Missouri statute 285.575 RSMO and Federal statute 2CFR 200.303e.
